For reference, I ran into Payment Declined - Reason 01, 55, and 56.
It isn't the bank or card that you are loading to that limits your ability to do so, it is BHN network or a specific grocery chain that does so.
I am certain that if you go to a store that rejected your VGC, an attempt to load cash to that same Discover card would succeed.
