so - on my road trip I specifically asked the waiters, if they receive full gratuity. Here the answers:

HR LAX - 1$
HR Lake Tahoe - full gratuity
HR Westlake - full gratuity
HR Huntington Beach - full gratuity

I have not heard back from HR LAX yet and will now contact Consumer Affairs.
