Moving your post to a thread that discussed this change recently. To note, since then, I had an electric car and returned it <70% but was never charged. I also had another rental >3 weeks ago (but after the change in wording on the Avis site) where I used the Tesla Supercharger a few times and have yet to be charged. So seems like a slow implementation, or slow invoicing.
