Yes you are correct that Terminal One international is too cramped and the backlog of passengers waiting to board by zone blocks anyone trying to get past the gate (to get to their own gate or to visit one of the shops or restaurants). Boarding on Air Canada (the primary tenant of T1) is invariably a disaster unless you're in Zones 1 & 2, regardless of the airport. However Toronto Pearson is a particular mess in this regard.
