I had this same issue with an avios reward DUB-LPA flight and had to go to a dedicated checkin desk at DUB to get it resolved, which I did in the end after showing my BA e-ticket receipt.

When you say "get it resolved", does it mean that they ended up honouring the BP indicated luggage inclusion? I will hope/try to travel HBO though likely with a small cabin suitcase so if there is any issue it would be good to know if you were able to have them consider the BA etix allowance! Thanks again!
