Fronter is a fee based airline. penny base fares, all you can fly passes, etc are all built on the fact that their average passenger pays $80 in incremental revenue for seats, bags, paid drinks onboard, etc9
I used to work for another airline that charges for carry-ons. I always figured if somebody wanted to destroy their bag or rip the wheels/handles off to make it fit the personal item box (or have their 6 year old stand on it - saw that one twice actually) then I wasn't going to charge them.
