I spoke to another co-worker who was on the plane. This did happen, and besides the 19, they also took 4 standbys off before all this and then needed 8 more after the 19. Part of the reason that they had trouble getting volunteers was that they wouldn't get luggage, and the agent also threatened to pull all vouchers if the last people, who were offered $1,250, told the original group that they got a higher amount than the earlier volunteers.
