Not wanting to put words in anybody's mouth, but I think yosithezet meant that they would wait at least two hours for the OP net, regardless of what the means of immigration - so not an additional two hours.
At least I think that would be plausible if saying the first arriving party are less mobile and may require a bit more time to get from A to B, and the OP is quicker upon arrival. I would still guess that the minimum they would have to wait is closer to 2.5 hrs, even with the above assumptions.

The "food floor" would definitely be the best place to go
