Took TAP 4 times lately, all intra-European flights on A32x and they were not "measuring" or weighing the hand luggage but they were heavily looking for volunteers for checking them in at the gate as the flights were full and they knew everybody would not be able to fit their bag inside. There were always a few volunteers and then the last ones boarding were asked to leave their bags at the door, to be manually tagged and checked.
