When you say they need to do VOA do you mean the actual Visa on Arrival process or do you just mean the Visa Exempt passport stamp?
Either way you are going to have them waiting 1.5-2 hours at minimum. I would suggest that once they pass through immigration, baggage collection and customs they take the elevator/escalator up on floor and find a place to sit at S&P or Starbucks and wait for you there.
