The problem with the original statement was that it was ambiguous: it could have been read as either of these:
- GS (instruments) in Y
- OP
- All other passengers
or
- GS instruments from P+/Y
- Non-GS instruments in P+
- OP
- Non-GS instruments in Y
The second order is correct, but you can parse
Kacee’s statement as meaning the first order. That was the intent of my first grouping — upon further review, maybe I should have written it like this; “Everyone (except for GS in Y)”
