I'm also a Diamond Amb but usually I get only 1-cat upgrade (the Diamond seems to make no difference at ICs, as I get the same upgrades I had when Platinum Amb).

If you are a regular guest then it is not unusual to get better upgrades, I certainly wouldn’t expect it otherwise. When I was Ambassador I mostly got same upgrades as now(RA) in regular Intercontinental
In other IHG brands I seem to get no upgrade just breakfast if I ask for it rather than points 🙈
