my understanding, it is always one carry-on plus 1 personal item (which then consequently should go under the seat. Bu experience is, many (even non-tiers) have oversized carry-on and more than 1.
J and F allows up to 2x carryon and personal item. This allows to save time and hassle with checked bags.
