That sounds a little too good to be true, but I'll go along with it. I've every expectation of making the flight, just need a little safety net due to reasons I won't go into. So I'll book and hope it all goes as planned.

She also said the difference between semi flexible and fully flexible is that 'semi' is kept in the 'store credit' type arrangement, and 'fully' is eligible for full refund to credit card. Just in case anyone reads this later due to having a similar question.

I wouldn't be trusting such a comment from the agent based on the rules published. There is nothing in the rules regarding credit in a no show situation, nor any mention of 3 hours. For the INX1C1S4 fare, it states

If you do not make change before the scheduled departure of the flight, then you will be a no-show and in case of no show, no change can be made. There is no provision in the rules at all for storing credit. If something does come up, do contact the airline and make a change before it becomes a no-show situation - even just book for as far in future as possible and then change forward once a new date is known
