It varies widely from hotel to hotel and brand to brand, as well as geographically, however you should never expect an upgrade to the best available room in the entire hotel. The T&C's leave it wide open as to what constitutes a Diamond upgrade:
Did they recently change the wording (for the better)? I remember clearly a little while ago, the Diamond upgrade policy didn't even include the word "Suite".
