The Hilton Columbus Downtown has always been stingy with elite benefits. Generally, across the board Hilton has enabled / encouraged properties to be more restrictive with upgrades by rolling out a new suite of pay-to-upgrade functionality in the app and on the website (I'm referring to the new OLCI upselling, not Nor1, which has been around for a long time).
