The restriction is part of the Capers Market Priority Pass terms, not an airport regulation. It could be that some employees are not aware of the terms, or that Capers management has changed their policy, but not updated the published terms.

Redemption is only valid for the purchase of a "Meal-Kit" and excludes bottle sales, merchandise, and menu items.
