Yes, but do plan for exceptions. UA230 (from LHR - London), for example, has been arriving at both T7 and TBIT in recent days/weeks.
Generally depends on gate avalability at T7. If UA doesn't have a free FIS gate in T7, or some operational reason dictates, it will go to TBIT. But under normal circumstances, daytime international arrivals will go to T7. Either way, not a devastating issue unless an unreasonably tight layover is scheduled.
