LH lounge is so tiny, it really can't avoid setting limits on entry (and even with those it is barely usable).
Both SK and LH at EWR have previously had these kind of restrictions even decades ago when there were fewer Star Alliance carriers departing the terminal than there are nowadays. Found it annoying then, don’t like it still, but this is just how it goes for the circumstances in play.
