Seems common on the ::sigh: ex-Lion Air planes that haven’t been retrofitted with a C+ cabin yet. The ‘C+’ section is the first bulkhead row of Main Cabin and only maybe two of those seats will be available for free upgrade at time of purchase for PMs and higher.
