Is it a known issue that if you have an elite partner, they cannot also be on your gifting register?

I was attempting to log upgrades for myself and wife on same booking, when using the portal, it only displayed myself as eligible. This it seems because when my wife became my elite partner she can also not be on my gifting register and if you are not on a gifting register then cannot receive gifted upgrades.

Seems pretty absurd cannot be both an elite partner and a giftee. I had to ring up and have them lodged over the phone.....a frustrating waste of time.
