It's not the opposite. If you have points club +, then award QF flights are eligible to earn points and SCs (and thus can count towards the 4 flights). If you don't have PC+, award flights don't earn points, and don't count towards the 4 flights.

Just another case of QF T&Cs not quite lining up with reality.
