This seems to be a recent issue. In the past, all Hertz member numbers were 8-digits long but they now seem to be using 5-digit variants as well. Unfortunately, there are some downstream systems that don't seem to have gotten the memo as you've found. You can try adding 000 as bbbb suggested, but if that doesn't work, you're kind of stuck for now until Hertz cleans things. up.
