Gate agent should be able to give you one w/ passport. Is there a reason you won't be able to check in w/ United app for digital BP? I believe there is a cutoff fo check-in relative to transmission of passenger data to US homeland security, but I don't know what it is.

Eurowings is LH sub - hopefully they'll be able to issue BP at Cologne and issue moot.
