EWR<>TLV is a tought upgrade route and only get toughter during summer vacation time. Being middle of the week and with a O/A fare, you have improved your chances. No sure which flights you are on, and althought there appears to be many open seats, UA inventory suggest, with mostly D0, the early flight on 14th is D4 (best chance) , UA believes many of the seats will be sold, leave few left for upgrades/

If you are at the top of the waitlist, yes . But there are likely many wiatlisted, the PremPlus fare helps in the priority but any higher elites in PremPlus or any GS or GS supported waitlisters in Economy will be higher than you

Your miles and copay will be refund if no Polaris segments clear and you will kept the domestic upgrade
UA Miles + $ CoPay Upgrade (refunded if no Polaris segments are upgraded)
