I was literally on QR flights to and from PEN this week - the flights are listed as PEN on the DOH departures board and app, causing endless confusion, given that not one single passenger is going there. Absolutely no shortage of planes - multiple flights a week on 789s and 777s. QR *chooses* not to carry any passengers between HKT and PEN, despite plenty of empty seats in both cabins between DOH-HKT. So there is clearly enough cargo, just not enough passenger demand to justify staffing up a whole outstation there
