I've always assumed that the upgrade will be to the next category from the one booked. Anything beyond that is a bonus. If you set your expectation level at getting a suite upgrade then there is lots of room for disappointment.
And given the number of hotels that like to upgrade you to a "Club room" without giving you Club access, an even better assumption is that the front desk is trained to say "we have upgraded you" even though your "upgrade" is probably to a room virtually identical to the one you booked.
