I don't know for sure, but there will probably be exclusions and upcharges. E.g. when I ate dinner, the dish I ate had a $23 upcharge for those with AI package. It was the only dish that had this though, so it's probably not that bad.
Prices for food are kind of ridiculous, like mains are $60-80, wines are starting at $100/bottle etc. If you plan to eat a lot, approximately $500/day for two (the difference between standard and this package) maybe makes sense depending on restrictions.
Note that you do get breakfast anyway, so you're just paying for lunch, dinner and drinks. We managed to get by with huge breakast and snacks (that we brought) for the rest of the day on most days. Also, if you have Hilton status, you get happy hour from 4pm to 5pm where you can finish ~4 drinks if you're fast enough.
