Not in my experience. I'd find lots of cheap Europe trips ex-JFK and needed a positioning flight. MCI-EWR/JFK/LGA were regularly $400+ but I could usually get to HPN for $219 or so. Occasionally I even managed to convince JFK agents that JFK and HPN were co-terminal and I got to change my flights to avoid the train ride for the same cost.
