I did a morning secondary at HND right after the counter opened and it took all of 10-15 minutes. There's a 7-11 on the departures floor where you can get the revenue stamps before you head to the desk. Basically they verify your passport, check a few details, take fingerprints, and then print the card, can't get much simpler/quicker than that.
