I believe it's required as NZ is the same as Australia, where cars (rather than drivers) are insured, and third party injury insurance is part of the car registration costs.

LDW here means you are only liable for between $4000 and $5000 depending on class of car, with the usual caveat of not breaching the rental agreement applying.
