Having a hard time searching/finding this.. are room charges for an upgraded room when you are staying on points otherwise really not count as eligible spend for earning points?

I.e. Used 50,000 points/night (+ $100/night to upgrade to better room) when I booked the room. The way I'm reading the T&Cs, that may be the case but seems crazy that $100/night would not be considered eligible spend.
