The answer is yes, no or maybe. A wind warning on the ground is no guarantee of turbulence at higher up although it certainly might make the take-off or landing a little hairy. Similarly, a calm day on the ground doesn't mean no turbulence when you get to cruising altitude. Dramamine/Gravol pre-flight and make sure there's a clean bag in the seat pocket.
