I recently had a similar situation. 70 minutes was the planned connection time in ZRH, but my initial flight was 25 minutes late. Needed 19 minutes (timed it) from the moment of deboarding the plane, taking a bus from the plane to the terminal, passport control (machine scanned), inter terminal train to E and boarding on E47 to IAD.
Timed it often (as I sometimes even go to the lounge in E on a dry day, i.e. with the terrace open, for an A departure) and can confirm that this is fully within the „normal“ range of transfer times. 15 mins from a gate position and 20 minutes for apron. Only exception are a few peak international departure wave times when passport control can add a few extra minutes.
