Yes. With 2 pax on the booking, the only option is one SkyCouch (ie 2 persons in the 3 seats) - that is all you are paying for and entitled to. This seems OK for 1 adults and 1-2 kids, but not so great for 2 adults.
If you want one person to be able to lie down over 3 seats, then you'd need separate bookings, and go for a SkyCouch for one and a separate seat for the other, or 2 SkyCouches. In either case the cost rises steeply and a seat(s) in PE may be the better option.
Of course, if you just buy 1 SkyCouch for the two of you, then you could take a punt and hope there is an unoccupied 'free' seat for the non-sleeper to 'hang out' in. But you'd have no greater 'rights' than anybody else, and this should be squared away with cabin crew.
With 3 pax, then you get offered the choice of 2 SkyCouches (~$NZ 2100), or a SkyCouch and a single seat (~$NZ 700)
