Although I wonder about this law since there are many places (outside of Canada & the US) where I have to leave my passport with the hotel front desk when I check in. I've had to send scans of my passport to travel agencies when booking tours. Passport scans are occasionally required when purchasing tickets. Lots of people have had access to my passport, so I'm not sure why anyone should be concerned if an airline employee or someone else finds it on a plane and tries to return it to me.
