All found Canadian passports are supposed to be turned over to the police, who return them to the Passport Office where they are destroyed. Apparently this is the law in Canada.
I've heard of cases when the passport has been returned to its owner, but this is not what is supposed to happen.
I recently talked to YVR CBSA and AC YVR lost and found about this. Despite the official policy they often get returned to the holder, less paperwork. YMMV.
I was mostly interested in what would happen to my wallet and cash, if the government had my passport they should at least give back the rest of my possessions. Anyway I got nothing and CBSA showed me their logbook of passports they had received, and a stack of other people's passports, mine wasn't in either.
