Surely the 'model' is the US TSA 'Clear' and 'TSA-Pre' - the passenger essentially pays extra for Clear to be put at the front of the TSA-Pre queue. There could just be a fasttrack 'service' to get incoming pax to the front of the immigration queue - no additional cost to the airlines and no extra resources needed for UK Border Force.
