You can blame whoever you want, the fact is the Chinese side wants to open more flights and the US side does not. It is the US DOT that is keeping prices high, United no doubt is happy they can charge 20,000 for a Round Trip flight in Business SFO - PVG but I don't like it very much as a frequent traveler between the US and Asia.
How does the DOT keep the price high? Sure they can restrict the number of flights the mainland airlines have coming in, but I don't know of any other things they can do that can influence price
