I'm typically by myself or traveling with one other so this is a bit of a weird situation
I prefer to do everything the proper by the book way but its not like they have to offer any benefit

Its common overseas to up charge but somewhat rarer here in the US to see that.And the room allows up to 3 or 4 legally
I would never regardless of cost add occupants over the room max occupancy
