I think it's over to you as to what is the best option. If it is important that your mother is in the same group then you pay. If it's not important then you don't. You can't assume people will shuffle around your preferences, they may have some other complicated logic / family group. The first row here is reserved for Golds and the bassinets for those with children under 2 years old. Theoretical Seating (see separate thread) will almost certainly allocate a block in the middle, but it's not guaranteed, and your mother could really be anywhere in the cabin if she is a single passenger. WTP is usually status rich so a middle middle seat is still possible on another row. And yes, in this scenario you can't link PNRs unless one of the travelling group is Emerald, and then only sort-of.
