You might be able to argue EU261 after flying, though if the fare rules for an international flight connecting to a domestic on a single PE fare is Comfort+, then it's not assured of success. That C+ has actual amenities above that of Economy (e.g. free alcohol) is going to make this harder, as is that booking a ticket which is PE over the water and C+ domestically will price higher than the through PE fare from FRA-LAS.
I understand your point of view. And partly agree.
But I think that the costumer would need to be informed correctly when buying something. Otherwise I maybe would have chosen to fly with another direct flight with AF, but since both flights specifically said premium select I would expect to get that kinda meal service and comfort etc.
As well the comfort+ class is treated as Economy Class when earning miles and XP following the Flying Blue guide lines.
