We'd like somewhere with a bit of history/culture, BUT not too touristy, where we can stay fairly cheaply and where we can get some decent grub.

I can recommend the Time Out Europe By Air guide. It has 1-2 pages on EVERY city in Europe that you can fly to from the UK, with rundowns, listings and star ratings for culture / shopping / sightseeing etc. It's particularly handy for obscure Ryanair destinations, but has the same benefit with GB Airways routes!

The only problem with it is that they refuse to included Lille. I know you can't fly there from the UK, but Eurostar deposits more UK visitors than many of the cities that are in the book.
