I don't believe they could legally only give $1 if also paying gratuity minimum wage rate, so if it is only a dollar maybe they're also being paid a normal income? I ended up chatting with the server we know because he always works the ski seasons at the same Hyatt we always go to and he said they do get the tips at normal rate, so at least at that full service venue they're doing it properly.
