Maybe because the rule book or training manual does not tell them what to say after that, or use their own discretion to say something to alleviate the stress and inconvenience of waiting so long.
On that note, the US call center you have to wait over 2 hours before your call gets answered and you speak to an agent, and there is no apology or acknowledgment of having waited over 2 hours to get to speak to them.
