Concur with the above, the main place I have seen enforcement is at the check in desk, they ask to weigh your carry on. Not personally experienced anything at the gate or questions on board. Most of the time it's fairly relaxed but if the rules are enforced do not expect any leeway.
I can't remember the last time I had carry on baggage weighed even by a budget airline (maybe 10 years ago?) but it just happened to me in DOH flying Y to BOS a couple days ago. It didn't happen at the checkin desk, but it happened going to immigration. The agent was very officious and the supervisor I appealed to even more so. I had absolutely no problem on three other legs on Qatar, but be advised that it can happen, especially in DOH.
