Such circumstance must happen regularly with this diversion. A large number of UK residents carry passports that require a visa to enter The EU.
If they know that there's potential for a diversion due to weather etc then passengers that can't enter Spain will be removed at LHR, not sure what happens when Malaga is an unexpected surprise and they don't have the chance to be proactive!
