Yeah, that's what I thought too and I told that to the CBP officer about to interview my wife. The CBP officer insisted that they can do their portion separate/independently of CBSA portion. Let's see what happens in a few days.
I'm not surprised the CBP portion can be done first since it's not much of a technology change from a traditional interview where sometimes CBSA interviews first while other times CBP does. The only difference is instead of the 2nd organization interviewing 5-10 minutes after the first, the 2nd organization doesn't interview until days/weeks/months later.
However I wouldn't expect any GE/Pre/card issued until the application is fully approved which doesn't happen both organizations "click approve." If this is not a renewal, I wouldn't risk attempting to use GE until fully approved.
