Yes, they do. You need to read the detailed fare rules. On a TB itinerary, it's probably going to be 45 or 60 minutes before departure, not any time before departure. I have seen a 45-minute cut-off even on Latitude and Business Flexible.

I believe I was the one who pointed that out and the cow just confirmed it. But it's 2 hours before departure to cancel via the app or website. Cancellation can still be done after that, but requires human intervention from AC Reservations, Concierge, or an airport agent.

Given phone wait times, especially for those without status or with lower tier status, it's not advisable to leave this too close to the deadline - even as SE, I would probably want to call in at least 30 minutes before the cancellation cut-off.
