That's fine except that, much like the people traveling with wheelchairs and assistive devices, these are functional objects that can make or break every minute of a trip. A cheap stroller with tiny wheels can make every step you walk on uneven ground aggravating. For those of us with health issues, that could literally mean not being able to have basic experiences on a trip, whether for leisure or business.
The airlines need to be held to account every time they screw up and damage equipment. It should cost them where they care: their bottom line.
A rental sounds like a more reasonable solution than suffering through every errand you run with your child for an undefined period of time. If you get about by foot with a small child, your pram a necessary vehicle, not a fashion accessory.
